COMMITTEE MEETING MINUTES
Knights of Columbus Hall
February 16, 2005


Welcome and Introduction:  John called the meeting to order at 7:10pm.  Those present- John, Psam, Randy, Dorothea, Denise, Henry, Jim, Gregg, and Bill.
Previous Committee Minutes:  The minutes were approved as written.
Treasury Report:  Denise reported that the Troop balance is $6397.84 and Galveston Scout Shop balance is $170.95.  She stated the Troop would have payouts from the Troop account in March for Registration and Philmont.  Denise asked Psam for a count of Scouts who registered.  Psam estimated she had approximately nine Scouts who had not paid the registration fee.  Denise stated that her records indicate 43 Scouts had paid for registration.  Henry asked about adult registration.  Randy read the list of adults that is current with the Council.  He stated he called several people to see if they wanted to register this year and a couple declined.  He also added two names of adults who were not on the list.  Denise stated the Lexington trip funds were collected and payment was being collected for Camp Cherokee (summer camp).  Henry requested funds for a deposit for mini-Philmont of $160.00.  Committee approved these funds.
Roundtable Report:  No report.  John stated the Troop needs someone to go to this meeting.  It is held the second Thursday of the month at the LDS Church on Sunset.  Someone needs to be there at least the first half hour to find out what is going on at Council and to pick up flyers of activities in the District and Council. 
Advancement:  No report.  Gregg expressed thanks to Karen for the programs at the Court of Honor on Monday night.  Gregg asked about Eagle ceremonies- if the Troop was involved.  Psam stated Eagle ceremonies are the Scout family's responsibility.  The Troop pays for the scarf and patch.  The people meaningful to the Scout do the presentation of the award.  Different Committee members cited several examples of Eagle ceremonies.
Training:  John stated three adults went to University of Scouting last weekend in Hitchcock.  They attended different classes on merit badges, backpacking, high adventure camp, etc.  Several classes that John signed up for were not given due to low attendance or instructor not showing.  John noted that Wood Badge is on the same weekend as the Lexington trip.  John and Jim are both going on the trip and will not be able to attend Wood Badge.  Bill stated he would be unable to attend Wood Badge because he will be in Italy.  John presented a pamphlet on Good Turn for America.  It is an ongoing project by BSA.  He said the projects are like food drive, etc.  The Scouts complete the project and document what was done on a form and turn it in.  They receive a patch with that year's date on it.  Year of the projects are added around the patch as the Troop participates in the program annually.  Dorothea stated the Galveston-Houston archdiocese also has a good turn program listed on their web site.  Gregg noted the archdiocese also gives awards for Troops who participate in Church activities- this information is also on the web site.  Psam commented she thought Father Skip did a nice presentation for the Scouts on Scout Sunday (held on Saturday evening Mass last weekend) with the presentation of the Ad Altare Dei and his recitation of the Scout Law.  John stated that when he takes over as Committee Chair, someone would need to become Training Chair.
Camping:  Henry stated funds are being collected for Camp Cherokee.  Check out the web site for information on this camp.  John brought a printed version of the camp program and read some of the courses and activities offered.  Henry offered input of the camp from a previous visit.
Equipment:  Gregg stated the tents, bags to put them in, and axe were purchased.  He had not purchased the trailer chain yet. He said a fly of the new tents had been zipped into the tent flap damaging the fly. He reminded the Committee that Teresa was now Equipment Chair. 
Calendar:  February- 21st: OA elections scheduled.  Bill asked if the Troop was really going to meet since it was President's Day.  After discussion, the Committee voted to cancel the meeting and have OA elections on the 28th.  Henry will contact OA to let them know the change.  Henry read the list of OA candidates.  Questions arose as to why some Scouts were not on the list.  Henry stated Karen and Alan compiled the list.  Randy asked Henry to check into why the Scouts mentioned were not on the list.  25th: Fish Fry at MQ.  Scouts need to be there by 5:30 pm.  26th: Build First Aid kits at Bill's house.  Meeting time from 10am until kits completed.  Denise volunteered for the pizza run.  27th:  Crossover at the KC Hall starting at 4:30pm.  28th:  Troop meeting.  Now consisting of OA elections and welcome of new Scouts and parents.  March- 7th: no meeting.  12-13: Lexington trip.  14th: Troop meeting to prepare for Camporee.
Other: Red Notebook changes: Dorothea presented changes for the New Scout Guide Red Notebook. After discussion of the items and additional changes, Committee approved the following changes with one dissenting vote:
Meeting Schedule
A Scout may have a Board of Review at most Monday night meetings.  The Scout has to have completed the requirements for a specific rank, had a Scoutmaster conference and wishes to be approved for advancement to the next rank.  The Scout must contact the Advancement Chairman in advance, before the meeting, to make sure all advancement requirements have been completed and records that are in the database are the same as what the Scout has recorded.  Class A uniform is mandatory for the Board of Review.

Worn to Court of Honor or any honorary function (i.e. Eagle ceremonies, Crossover, Scout Sunday)

Red Shoulder Loops
Official Boy Scout green pants or shorts, jeans, or
khaki hiking pants- all in good condition
Official Boy Scout belt
Socks, Official Boy Scout socks if wearing Boy Scout shorts
Shoes or boots (no open toed)- no sandals or flip-flops
Red neckerchief and slide (if earned) or honorary Scouting neckerchief
(Eagle, religious, etc.) and slide
Merit Badge sash, if Scout has earned merit badges
Any medals Scout has earned in Boy Scouting

Class 'A' Uniform
Worn to first Troop meeting of the month, Scoutmaster conference for advancement, Board of Review, District events, Campouts, or Training and as otherwise directed by the Scoutmaster.

Official Boy Scout green pants or green shorts, jeans or khaki
hiking pants- all in good condition
Red neckerchief and neckerchief slide, if earned

Scout Accounts
Each Scout has his own individual account within the Troop's account.  This is called their scout account.  The goal is to encourage Scouts to earn funds for extended camping trips (i.e. summer, fall, winter camps).  Credit is tracked in a camp account for the Scout.  A Scout can earn funds for his scout account through Troop sponsored fundraising events.

Weekend Campouts
A Scout is charged for camping expenses and other Troop events.  An example of this may be when a Scout attends a campout.  The total expenses the Troop incurs for a campout including camping fees and travel related costs for a particular campout may add up to $200.00.  Assume 20 Scouts attend the campout.  Each Scout who attended the campout is charged an equal amount.  For example:  $200.00 divided by 20 Scouts equals $10.00.  Each Scout is charged $10.00 for the campout.

Dues
Registration fee per year is $50.00 due in February.  This is payable to BSA Troop 452 and given to the Troop Membership Committee member, who will record the dues and give them to the Troop Treasurer.  The fees cover our Troop dues, Council dues, insurance fees and subscription to Boy's Life magazine.  Scouts crossing over pay $25.00 to the Troop their first year.

FCE- John asked who would be in charge of FCE for the new Scouts.  Jim stated Mark would do it with Jim helping.
Handbooks- Henry stated Karen wanted the Committee to decide which handbooks to purchase.  The bound handbooks are $8 and the spiral bound handbooks are $22.  Denise asked if the number of Scouts crossing over was less than 10.  Bill stated he believed that is was.  Committee decided to purchase the spiral bound handbooks.
